Non-production of lawmaker in Senate means democracy’s unwell
Senate chairman’s order implemented partially; matter referred to Privileges Committee

IN a clear indication that democracy in Pakistan is not doing well, an imprisoned lawmaker was not produced in the Senate despite specific orders by its chairman, who serves as the acting president of the country in the absence of the president as per the Constitution of the country.
Senate Chairman Yousuf Raza Gilani had on Friday ordered that Senators Aon Abbas Bappi and Ejaz Chaudhry — both belonging to the main opposition Pakistan Tehreek-e-Insaf (PTI) — be brought to the house on Saturday to attend a session. However, only one of the two PTI members, Aon Abbas, was brought to the Senate while Ejaz Chaudhry was not.

Showing displeasure over the authorities’ move of ignoring a part of his order, Senate Chairman Gilani referred the matter to the house’s Privileges Committee. In a ruling on the issue, he said: “Such disregard for parliamentary authority cannot be allowed to persist unchecked, as it threatens the institutional integrity of the Senate and the broader democratic framework.”
“I hereby refer the matter of non-implementation of the production orders concerning Senator Ejaz Chaudhry to the Privileges Committee for its consideration and report,” he said.
The refusal to follow his order in full amounted to “non-compliance with the lawful orders of the Chair”, he added. “This is an unprecedented situation.”
The Senate chairman said his only aim was to uphold the supremacy of the parliament, rule of law, and Constitution.
A source in the interior ministry pointed out that Senator Aon Abbas was not involved in a so-called sensitive crime but Senator Ejaz Chaudhry indeed was. “This is apparently the reason why even the Senate chairman’s order to the extent of Senator Chaudhry was not implemented,” he added.
An analyst said the episode clearly showed that even lawmakers in top constitutional positions did not enjoy much say in matters of the state. “Now, it’s everybody’s guess as to who is calling the shots.”
